In accordance with a decision to expand the use of ash and slag materials in the electric power industry, made during the meeting at the Ministry of Energy of the Russian Federation on 02/06/2010 (the protocol of the meeting was approved by the Minister of Energy of Russia during session of the Working Group at the Committee on Energy of the State Duma of the Russian Federation from 15. 97 2010) on the issue of the utilization of ash and slag wastes. The main aim is to unite organizations and companies to solve such a large-scale task for Russia to expand the use of ash and slag waste.

The National Association of Producers and Consumers of Ash and Slag Materials unites coal companies, construction materials’ enterprises, infrastructure companies (investment, research and production, consulting, etc.) based on the common goals of its members, who are interested in developing and protecting interests of producers and consumers of ash and slag materials at all levels of interaction.

One of the main objectives of the association is to unite efforts and coordinate terms of use, processing and disposal of ash and slag wastes, produced and placed in the ash dumps of the coal-fired power plants of the Russian Federation, as well as to coordinate the interaction of producers and consumers of ash and slag wastes.

The outcome of association’s work will determine the necessary measures that will not only solve the pile of issues and form a civilized market for ash and slag materials, but also give a new push for the modernization of the economy and its energy segment.

Among the main objectives of the association is to form a market for ash and slag materials and to establish an infrastructure for mutually beneficial market relations between potential consumers of ash and slag materials and energy companies.

The Association closely works with the profile committees of the State Duma of the Russian Federation, the Federal Executive Authorities (the Ministry of Energy of Russia, the Ministry of Transport of Russia, the Ministry of Natural Resources of Russia, the Ministry of Industry and Trade of Russia), the National Association of Builders, the Administrations of the Regions of the Russian Federation.

Areas of work

The association's areas of work are aimed at finding solutions for the ash and slag waste from coal-fired power plants and increasing the volume of these materials involved in economic circulation. At the moment, amendments to the federal legislation considering expanding the list of industrial wastes used for reclamation and eradicating mine workings have been prepared and is undergoing the procedure for agreeing with the Federal Arbitration Court.

The association’s experts closely cooperate with the Ministry of Energy of the Russian Federation, the Ministry of Natural Resources of the Russian Federation, the Ministry of Industry and Trade of the Russian Federation, development associations. They are members of the Scientific and Technical Council for the Development of the Industry of Construction Materials (Products) and Construction Structures under the Ministry of Industry and Trade of the Russian Federation (Order No. 3782 of November 26, 2015), the Working Group on utilization of ash and slag wastes of coal-fired power plants of the Coordination Council for Energy, Energy Saving and Energy Efficiency of the Association for Interregional Social and Economic Cooperation "Central Federal District."

The Association's proposals include the Strategy for the Development of the Construction Materials Industry until 2020 and a further perspective until 2030, which was commissioned by the Ministry of Industry and Trade of the Russian Federation in accordance with paragraph 9 of the protocol at the meeting of the Presidium of the Presidential Council for Modernization of the Economy and Innovative Development of Russia of March 4, 2014. № 2, by the order of the Chairman of the Government of the Russian Federation D.А. Medvedev dated August 13, 2015 No. DM-P9-5525r in order to update the strategy for development of the construction materials industry and industrial housing construction for the period until 2020, approved by the order of the Ministry of Regional Development of the Russian Federation of May 30, 2011 No. 262.

In close cooperation with the administrations of the Kemerovo, Chelyabinsk, and Rostov regions, the association is working on measures for the implementation of large-scale utility projects for reclamation and elimination of mine workings, vertical planning of land shortages, etc.

The Association completed extensive work to improve consumer properties of ash and slag without expensive upgrading and adjustment of equipment that was already used at the stations. Within the framework of this work, full-scale tests of the coal additive produced by the company-member of the association resulted in the almost complete elimination of mechanical under burning and reduction of the particle size of ash and reduction of their abrasiveness. The test results also included a significant reduction in the amount of consumed fuel.

Membership is approved according to General Meeting of Founders of the National Association of Producers and Consumers of Ash and Slag Materials’ Charter.

Membership guidelines

Any legal entities, commercial organizations that recognize the founding documents and which have paid the entry fee, as well as annual fees can apply to be a member of the association.

The General Meeting of Association members on the basis of a written application for admission make the decision on admission with the attached constituent and other documents to be determined by the General Meeting of Association members submitted to the President of the Association.

The application of an individual wishing to become a member of the association will be considered by the Association Council at the closest meeting, which, with the necessary documents, submits to the nearest general meeting of the members of the association the idea of the admission of a new member.

The applicant becomes a member of the association from the moment of receiving a positive decision from the General Meeting of Members and after the payment of the entrance fee.

Applicant is obliged to pay an entrance fee within 10 days from the day his/her admission was approved by the General Meeting of Association’s members.

Members of the association have the right:
- to participate in the management of association’s affairs in the manner prescribed by the legislation and its charter; - to request and receive information about the activities of the association, the expenditure of financial resources and the state of its assets; - to submit proposals for consideration by the higher and executive bodies of the association on any issues related to its activities, participate in the discussion of these issues at meetings of the governing bodies of the association; - to represent association in international, state, public and other bodies; - to use, as a matter of priority, the services provided by the association; - to mention membership in association on legal papers and seals; - to use the support of the association in the performance of its statutory tasks in protecting its rights and legitimate interests in relations with business partners, state authorities, as well as in establishing contacts with foreign bodies and organizations; - to use the information, organizational and intellectual assistance of the association, receive advice and recommendations from its experts on the issues of its statutory activities.

Members of the association are obliged:
1. To comply with the provisions of Association’s constituent documents and other local acts adopted by its governing bodies, actively participate in the implementation of the statutory goals and objectives of the Association, facilitate the implementation of decisions of the governing bodies of the association; 2. To conscientiously implement the decisions of the governing bodies of the association, taken within their authority, and voluntarily assumed obligations; 3. To provide the association's officials with the information necessary for the implementation of the Association's statutory goals and objectives, if the provision of information does not contradict the legislation of the Russian Federation; 4. To pay entrance and annual membership fees on time, as well as contributions established by the decision of the governing bodies of the association for the implementation of specific projects and programs (earmarked contributions); 5. To fulfill the obligations assumed before the association.

At the meetings of the management bodies members are represented by the heads of organizations or their authorized representatives having a duly constituted and certified power of attorney. A member of the association may, at the end of the financial year, withdraw from it on the basis of a written application submitted to the Association Council in the name of the Association's President. Submitted application is considered at the nearest Council of the Association and directed for approval to the General Meeting of Members.

A member of the association who has applied for his / her withdrawal from the association is deemed to have ceased to participate in the association from the moment the application was submitted to the association.

A member can be expelled from the association based on decision of the General Meeting of Members. The grounds for exclusion are direct or repeated violations of the provisions of the constituent documents and other regulatory acts of the association, the systematic failure to fulfill the duties, including failure to pay contributions, or obstruction of the achievement of the association's statutory goals. A member of an association is deemed to be expelled from the association from the day the corresponding decision is taken by the General Meeting of Members. Members of the association who have left or are excluded from the association shall bear subsidiary liability for its obligations in the amount of their contributions within 2 (two) years from the date of its withdrawal or expulsion from the association. Paid contributions (exceptions), including targeted contributions, as well as voluntary donations will not be returned. Members of the association cannot transfer their rights and obligations to third parties. Services of the Association:
Members and experts of the Expert Council of the Association, have significant and unique experience in various areas of activities in the field of waste management. Among the main services provided by the association:

  • providing information, consulting, methodological, legal and other assistance and support to organizations of producers, consumers and processors of ash and slag materials;
  • development of geographical schemes for handling waste products;
  • representation and protection of interests of producers of consumers and processors of ash storage in the bodies of legislative and executive power of the Russian Federation;
  • development of integrated programs for the processing and use of ash and slag wastes from coal-fired power plants;
  • development of proposals for the effective use of ash storage facilities of coal thermal power plants as a natural mineral raw material;
  • coordination of efforts on the wide use of ash storage in the country's economy, with the interests of the producers, consumers and processors of the plant at all levels of interaction;
  • carrying out of public examination of legislative and normative acts;
  • assistance in the development and implementation of federal, regional and industry programs for the development and support of producers of consumers and processors of the ash and slag materials;
  • assistance to coal-fired power plants in the modernization of ash and slag removal systems, in order to improve the consumer properties of ash;
  • assistance to coal-fired power plants in the organization of measures for processing, storage and utilization of ash and slag wastes;
  • establishment of economic companies or participation in them.
